install rundeck as 'rundeck'

What is the best way to create the user 'rundeck'? I created a user account 'rundeck' with sudo access and no password. Logged in as rundeck and tried to install rundeck from .deb package.

I get this error

Setting up rundeck (2.6.1) ...
usermod: user rundeck is currently used by process 20480
dpkg: error processing package rundeck (--install):
 subprocess installed post-installation script returned error exit status 8
Processing triggers for ureadahead (0.100.0-16) ...
Errors were encountered while processing:
 rundeck


I am trying to automate rundeck server setup using salt. Any thoughts?

The debian and rpm packages assume and require root. Those packages do create a userid for rundeck as part of the package install process. If you want to install it and run it as rundeck your own way, take a look at the launcher install.
