I've never used TeamCity, but the fact that it's only "free as in beer" for small deployments turns me off. It's basically just an on-boarding tool for a fairly expensive CI product, and their limits are low enough that it seems like it would be pretty easy to outgrow.

Second, it is designed for CI, not general automation, so it might not do that task very well. If you need a CI tool as well as automation, I'd recommend using Jenkins with Rundeck. Between the two our automation and CI needs are covered very well. Throw in Chef for provisioning, and we pretty much only do things by hand in order to figure out what it take to automate them, and from then on most tasks usually take only a few clicks.
