Rundeck Jobs - Can you disable STEPS?

We currently use a product that is similar to rundeck, but it allows you to disable steps in a job if you dont want that step to execute at runtime.  Does rundeck have this ability as well?

Currently isn't possible on Rundeck OSS, please take a look at this request.

On Process Automation (formerly "Rundeck Enterprise") you can use the Ruleset Strategy to ignore any step.
