Allow to transfer project with obsolete jobs

Hi,

I'm transferring projects from one instance (RHEL7) to a new instance
(RHEL9)

Everything is OK, excepts for some jobs that are not imported with this
error :
    error detail: Validation failed The Cron expression will never be
triggered in the future

IMHO, it's not to Rundeck to decide if a job has been obsoleted, the
user may want to reschedule it.

Should I open a PR for this suggestion ?
