Trouble w/ Rulebook inclusion

I have an existing application I was trying to add some rules to, and
I can't seem to get the app to recognize the rulebook classes.

I have the load path in environment.rb modified.
I'm including the Ruleby module in my controller.

Is there something else I'm missing? There must be, I just can't put
my finger on it.
