Passenger keeps asking upgrade of RVM

I am installing Passenger 3.0.13 and it says my RVM is out of date and I need to do a rvm get head plus reload and repair all. I do these and I still get the same error. I get it on two machines. 

What am I doing wrong.

This error is also shown when no project file is found, this error comes from passenger.
