Dead project?

The last commit on https://github.com/rubyrep/rubyrep was two years ago, there are over 40 open issues and some pull requests - is the project dead?

There are numerous forks on github, including the one I just created, where I merge in a few other forks' work, but the original maintainer appears to have lost interest in the project..?
