How to update Builder?

I wanted to submit a PR to Builder today (a dependency of ActionView and ActiveSupport), but I realized that the GitHub repository has not been updated in many years. Further research revealed the fact that the maintainer, Jim Weirich, has unfortunately passed away.

Is there any kind of process for making updates to Builder?
