What do you mean when you say "attempted to extract it"? Did you
extract it? What did you use? Did you get any messages?
A "7z" file is a 7Zip archive file (www.7-zip.org), so if your file is
still called that, I'd be curious that maybe it didn't extract.
You should have a .vdi file, which is the hard-drive from a VirtualBox machine.

Yup... still sounds like that hard-drive file isn't correct.

Download 7zip, and (assuming you're on Windows) right-click the 7z
file and choose "extract here".
PS I've just looked at the VirtualRails download page
(http://www.virtualrails.org/node/2), and it does say "Extract it with
7zip or a compatible archiver" and links to the 7zip web page...
always worth taking a few seconds to collect your thoughts when you're
having troubles with tutorials like these, and start again from the
start.
