configure ruby on rails hosting server

I wan't to configure a ruby on rails hosting server.
I wan't to have limitations on:
user disk space, traffic, mysql databases, email accounts etc.

I wan't some tutorials about making this limitations.
i wan't also to give free acounts with subdomains

Install Plesk or cpanel/whm on your server (and you'll have to pay big money for it), then check their sites for the docs.
