I am new to GSOC and Ruby . Can someone please advice me on how to start preparing for GSOC 2019 for Ruby .

Google has not announced that GSOC 2019 will occur.
While you wait, you can check out their web site: https://summerofcode.withgoogle.com especially the parts referring to students.
