Purpose an idea of active storage validation.

Hello, my name is Gary. I'm a first year computer science Ph.D. student at Emory University. I've been working with Ruby on Rails since 2012 (I could not believe it is that long!) and built lot of projects based on Ruby on Rails still running!

According to the idea list page(https://github.com/railsgsoc/ideas/wiki/2018-Ideas), if I want to propose my own idea, I should post it here and look for any a mentor is interested in, right? 

The idea I want to propose is what I describe in the title. I would like to write much details in the proposal. I want to know if mentors would be interested in this topic?
