how can i install ruby devkit ?

i have a problem in installing dev kit , when i try to execute ruby dk.rb  init it write this output
i download ruby 2.0.0 (64bit )
and
devkit (64 bit) also
i do what is said here in https://github.com/oneclick/rubyinstaller/wiki/Development-Kit , but when i write ruby dk.rb  init
i got always this message
help me please !

Please search the group, this is an environment issue caused by the current codepage of your Windows installation.

There is also an open issue on rubyinstaller tracker at github that describes alternate workarounds.
