Hi,

If I want to install rails 4, what RubyInstallers version should I download?

You can check the projects Gemfile, if it specifies a particular Ruby version. Otherwise I would recommend Ruby-2.4 or 2.5. Needless to say that upgrading both rails and Ruby is recommended to receive security patches in the future.
