Gem names are case sensitive.

Hi,

I find that it is a bit wired that gem names are case sensitive. 

Someone opened an issue about making the names insensitive https://github.com/rubygems/rubygems.org/issues/940 , and I want to bring up the discussion to gather thoughts and see what are the action points here.

I tripped on this, when trying find a gem called runit, if you go to the page https://rubygems.org/gems/runit , it will 404, however if you use the search you would find https://rubygems.org/gems/RunIt .
