Montastic FTW, very basic but does the trick.

Try monitor.us.

They provide web monitoring for free but you have to pay for os based
monitoring.

We used pingdom for a while. It isn't free, but it is pretty cheap.
They have a geographically dispersed set of nodes to test from which
is the main advantage over just writing/running a simple one
yourself.
