"Failed to create file" or "folder" on Windows startup

For the last few days, each time I turn my computer on in the morning and open my work session, I get a popup message from OCRA telling me it's failed to create a file or a folder in the Temp folder under my profile folder tree. See attached screen captures.

What can I do to avoid this? I don't remember knowingly installing OCRA on my computer.

Hi Pierre,
Ocra is used to build executable programs (.exe files) from Ruby scripts, so the program can be run on another computer which does not have Ruby installed. When the .exe program runs, it unpacks all the source files to an AppData\Local\Temp\ocr* folder. So, my guess is that you have one of these .exe files in your start-up folder and it is getting run when your computer starts. But, apparently you're not running the program as an administrator and so you don't have permission to create and write into that ocr* folder. If you can look in your start-up folder and locate the Ruby .exe program and either move it out of there or delete it, that should stop these messages from appearing. Be careful which files you remove or delete, though, since lots of .exe fiels are not Ruby Ocra programs!

Thanks for your reply. 
I have not found any reference to "ruby.exe" in my startup programs, either in the registry or in the programmed tasks. In addition, there's only one user profile defined on this computer, and it's (of course) an administrator. I also checked my user's permissions on the AppData\Local\Temp folder, and my user ID have full control – as I expected.
Finally, this problem only occurs occasionally, but when it does, it's always on the first logon after I power up my computer in the morning, and most often on the first power-up after a Windows Update or a new build has been installed (I am a Windows Insider, slow ring). I was rather afraid it was some malware that hadn't been caught by my regular scans with MBAM, SAS and EEK.
