Hello everyone

Just letting you know that a new version of the ruby-dicom toolkit has been released. This release is somewhat minor as far as what has changed:

-Improved compatibility with japanese encoding

-Removed Fixnum deprecation warning for Ruby 2.4

-Replaced NArray with Numo/NArray

For some reason there was a typo in the headline, it should be version 0.9.8 of course.
