Fix for bug introduced in 2.5.1.

Hi Travis,

I've submitted a pull request for a bug that was introduced in the
2.5.0/2.5.1 update. The block_device_mappings handler that was added
was attempting to call blank? directly, instead of using the
Aws::Utils wrapper.

Also, I've noticed that there haven't been any repo tags created since
2.4.3. Would it be possible to add git tag creation to the workflow
prior to pushing out an update to RubyGems?

Hey Jeremy, 

Good call. At some point in the past I stopped using Jeweler for doing the release (which would also do the tag) because it stopped working for some reason (can't remember what). I'll try to start doing it again though.
