ELB API update

The Elb class currently implements the 2009-05-15 API version. I'd like
to update this to the current 2012-06-01 API version but wanted to check
if there was a need to preserve support for the old version. If support
for multiple versions is required then an example of this elsewhere in
the library would be helpful.

If I were to update Elb to use the later API are there any tests I
should run to verify the functionality?

I don't think we need to preserve support for the old version. We can just bump the major version on the gem if there are backwards incompatible changes. 

Doesn't look like there's much in terms of tests for the elb stuff: https://github.com/appoxy/aws/tree/master/test/elb ;)

Feel free to add some though.
