Bad version check for patching EventMachine

In lib/ext/em.rb line 10, there is a string compare with the
EventMachine version, that results in patching eventmachine 0.12.10
A regexp should e used to ensure only versions older than 0.12.2 are
patched.
Where do I report the issue?

I uploaded a 0.6.5 gem to gemcutter and rubyforge with this fix.
