first trepanning debugger release

The first release of the trepanning debugger for Rubinius 1.2 or (1.2.1dev) is now on gemcutter.org

This is basically a port of the trepanning debugger for a patched YARV 1.9.2; both of these are rewrites of ruby-debug. Basic wiki pages are at https://github.com/rocky/rbx-trepanning/wiki
