Tried again today.  Somehow, the permissions issue is corrected.  I haven't done anything to affect it that I know about, but the device permissions errors no longer appear.

I tried setting a longer Hop interval and, contrarily, the program exits so fast that I can't read what appears in the CMD window before it closes.

I can run as many instances of rtl_433 as I have RTL-SDRs plugged in.

Try opening a command prompt window, navigate to the directory you have RTL_433 installed and and run your batch file. You should be able to see the error returned that way.
