Adding Schou rain gauge - Analysis and decoder made

Hi, 

First of, really cool project!

I have a raingauge in my garden of the brand Schou, model 72543.

Unfortunately the decoded did not exist in the project... so I have spend a couple of evenings with trail and error and eventually made a full decoder for the signals... in Excel...

I have made a description and added files in a fork of the rlt_433_tests repo, and made a pull request (first of a kind for me).

How do I best go about getting to the stage where the decoder is available in the main rtl_433 repo? Is there a kind soul who would like to help? Otherwise I think I could patch together a decoder based on the other decoders, but it would likely take me a month and a half.
