Device permissions

Is this something I can do in Windows or is it a compiling issue?

I have been using RTL-SDRs on this computer for years.  Yes, Zadig is installed.

You can change the permissions on the port with chmod, but there will be those who say that's not the right way to fix the problem. Personally,  I don't see a downside. 

sudo chmod 777 /dev/ttyUSB0  (or whatever your port is called)

OK, tried the alternative version.

After supplying SoapySDR.dll and rtlsdr.dll so that it would run, it still refused to run but came up with a new error.
