CIC Wajahat Habibullah is yet to make up his mind on the post of J&K Chief Information Commissioner offered to him. Grapevine has it that if he finally decides to take up the assignment, it would be mere camouflage, as Wajahat’s heart is on the peace process in the Valley. While the external aspect of Kashmir peace process will have to wait, the internal aspect of peace process could be hastened. Given Wajahat’s credibility, following his achieving bloodless resolution of Hazratbal crisis in the early 1990s, he could be an asset in opening channels of communication with separatists and militants. While earlier bureaucrats and IB officials were being used, Chief Minister Omar Abdullah wants to take advantage of Wajahat’s image to reach out to separatists, even as Manmohan Singh is determined to press ahead with the peace process. Wajahat is also devoting attention to strengthening the panchayati raj, which has potential to substantially meet the demand for autonomy. Besides, J&K RTI can bring about transparency and ensure that money reaches the beneficiaries.
