A Wake-Up Call for "Children Under Six"
Recent findings of the third National Family Health Survey (2005-6)
paint a grim picture of the state of Indian children. In spite of
runaway economic growth, the proportion of underweight children is
much the same today as 8 years ago – almost 50 per cent. There has
been no decline in the incidence of anaemia. And the progress of
vaccination has come to a standstill, to the extent that India now has
the lowest child immunization rates in South Asia.
Meanwhile there is no sign of bold action to universalize the
Integrated Child Development Services (ICDS), in spite of a clear
promise to this effect in the Common Minimum Programme: "The UPA will
also universalize ICDS to provide a functional anganwadi in every
settlement and ensure full coverage for all children". The
universalization of ICDS is also required for compliance with Supreme
Court orders.
Against this background, concerned citizens will be gathering in Delhi
on 19 December to reaffirm their united demand for "universalization
with quality". Special features of the programme include:
