ANGANWADI DIVAS UPDATE
11th October 2006

The idea to organize Anganwadi Divas or Bal Adhikar Yatra in different
states was accepted in the Hyderabad Convention on 'Children's
Right to Food' (April 2006). In continuation with that resolve
Anganwadi Divas and/or Bal Adhikar Yatra is being organized in various
states. Moreover aside from local Anganwadi Divas on various dates,
many groups are preparing for a special AD and related activities on 21
November (Child Rights Day), with preparatory activities from 14
November onwards, as discussed in Hyderabad. Here is an update of these
activities.

Uttar Pradesh
A meeting was held around 27th of September in Lucknow to discuss the
organization of Anganwadi Divas. Many organizations participated in
like AIM, PVCHR, Sai Jyoti etc. It was decided in the meeting to
observe Anganwadis in Barabanki, Benaras, Mirzapur, Lakhimpur, Lucknow,
Sonebhadra, Khushinagar and Maharanganj. Other modalities of this
exercise are yet to be finalized.

Jharkhand
A Mahila Padyatra is being organized in Dhanbad district of Jharkhand.
This padyatra will primarily include women as their participation and
awareness will positively affect the functioning of the Anganwadi. The
purpose of this Padyatra is to encourage community participation (in
the planning, implementation and monitoring of ICDS); creating a demand
for universalisation of the scheme; laying emphasis on pre-school
education; role of AWWs in nutrition and health counseling.

A block-level convention will be held in 3 blocks of Dhanbad during the
padyatra. And the padyatra will culminate with a district level
convention in Dhanbad city. Another meeting to finalize the padyatris
and the yatra routes will be held on 10th October 2006, in Dhanbad.

Andhra Pradesh

MV Foundation organized a planning meeting for the Children's Right
to Food Campaign and specifically Anganwadi Divas, on the 27th
September 2006. It was attended by representatives from other
organizations Actionaid, CWS and CRS.

It was discussed and agreed that this program will be done at Mandal,
District and State levels. Information on the status of Anganwadi
Centers is to be collected from each mandal. To ensure uniformity of
the information to be collected, MVF would share a format for
information collection. Any suggestions can be made before finalizing
the format.

It was decided to involve the PRI and collect any petitions regarding
ICDS and anganwadi which can be presented in the larger forums at
District and State level Public Hearing. The District level meeting
would be an interface with the mandal officials, NGOs, women and child
welfare department and other stake holders. The program will culminate
into a State level Public Hearing at Hyderabad in which is it planned
to involve Commissioner, advisors, women & Child Welfare officials.

The details of the districts in which each organization will take lead
is given below:

· Actionaid - Srikakulam, Vizianagaram, Visakhapatnam (Tribal),
Anantapur and Kurnool

· CRS - Cuddappah

· CWS - Anantapur, Kurnool and Medak

· MVF - Nalgonda, Adilabad, Rangareddy, Kurnool, Karimnagar,
Mahaboobnagar, Cuddappah, Hyderabad, Guntur, Krishna, East Godavari,
Nellore, Chittore, Warangal and Vizag ( Urban & Rural)

· Other Districts - Nizamabad, Khammam, Prakasam, West Godavari

These details will be finalized by the respective organizations after
subsequent consultations at the Organization levels.

Dates and particulars
District level meetings - 25th October 2006 to 30th October 2006
State level Public Hearing at Hyderabad - November 6th 2006
Consolidation and Preparatory meeting - November 5th 2006

Involving Anganwadi Union needs to be taken care of both at District
level and at the State level. MVF will collect the list of Anganwadi
Union District Persons from the State Union body and share with others.


This will be a Non - funding program. District level expenses will be
borne by the respective organizations and the State level program
expenditure will be shared by all the Organizations involved in the
program.

Campaign Material
Pamphlets can be made on the event at District level and if interested
Posters can be brought out. A common Poster for the campaign centrally
prepared was suggested by the group. For this, the National campaign
will be contacted if any material is already available. CWS and
Catholic Social Service Society, Cuddappah will share with the larger
group, the communication material they already have on Children's
Right to Food. Report on the Anganwadis in the three districts brought
out by CWS will be shared with all the Organizations.

The campaign will be called, "Children's Right to Food Campaign -
AP Chapter". Telugu translation of the same can be suggested before
finalizing it.

The next planning meeting is planned on October 14th 2006, in Actionaid
Office at 11:00 am.

Orissa
BGVS is organizing Anganwadi Divas in 5 panchayats each of 18
districts. The details of the program are under finalization.

Karnataka
Social Initiatives for Rural Empowerment (SIRE) organized an Anganwadi
Divas in Yadagiri Taluk of Gulbarga district on 5th October 2006, where
more than 50 SHGs were to participate. There, information about the
provisions of ICDS would be explained and memorandums regarding the
lacunae of the scheme and/or its implementation, were to be given to
the concerned departments. Apart from these some representatives from
Lambada tandas hamlets were also to be present. There are no anganwadis
in these hamlets and demands fro the same would be presented to the
concerned departments. This would be followed up with a bigger event in
November, where the action taken on the submitted memorandums would be
evaluated.

Gujarat

Anna Surakhsa Adhikar Abhiyaan called a meeting on 28-29 September
which was attended by representatives of 13 districts. It was decided
to hold an Anganwadi Divas in 22-25 villages in each district. These
activities would begin from October and continue till November 14th
2006. Efforts will be made to involve the CDPO in these activities.
District level meetings will be held in a few districts, with the
Collector, CDPO or Health officer and recommendations will be submitted
to them.

Assam
Discussions have been initiated with SHGs in 3 districts of Bodoland to
conduct Anganawadi Divas.

Rajasthan
A meeting of RTF groups in Jaipur on October 10th -11th. One needs to
go there and conduct a session on Anganwadi Divas /Bal Adhikar Yatra.
Else no activity on this front reported.

Tamil Nadu


TN-FORCES is going to organize Anganwadi Day on November 21 with
collaboration with Anganwadi workers Union and other stakeholders
through out Tamil Nadu. Two types of programmes are being planned:
1. One at Anganwadi level in the Morning
2. Evening Block level/ District level programmes - Human Chain,
Rally , Public meetings, Cultural programmes, street programmes .-
evening.
Special Brochures and Posters were prepared in Tamil for the
celebration.
