ANGANWADI DIVAS UPDATE 2
1st November 2006

As part of the resolution taken in the Children's Right to Food
Convention held in Hyderabad earlier this year (April 2006), Anganwadi
Divas and Bal Adhikar Yatras are being organized in many states. These
activities recognize and celebrate the vital role played by Anganwadis
in the lives of children upto the age of six, mothers and adolescent
girls, apart from evaluating their functioning and seeking redressal.
Thus it is not only necessary for this to be acknowledged by the local
community and administration, but the wider public as well. This can be
possible through mobilizing media attention for these activities.

Assam

The Child Rights Protection Forum, Assam is planning to conduct
Anganwadi Divas at Adhomani block in Dhubri district on 14th November.
There are 126 Anganwadis in the entire block. The plan as of now is to
do a meeting in the block-HQs. AWW and AWH will be invited, as also the
Social Welfare Minister. However the plan is still to be finalized.
Apart from the above activities are also being planned in Bongaigaon
district by 'The ANT'. The details will be made available shortly.

Delhi

Preparations for conducting a Bal Adhikar Yatra in Delhi from 14 Nov
- 21 Nov. are underway. A preliminary workshop for the same has
already been held. Meetings with local NGOs and individuals working in
different localities of Delhi have been initiated. The first round of
meetings is already completed.

During the Bal Adhikar Yatra visits would be made to 15 Anganwadis
across the city. The week would culminate in a public meeting in
Ambedkar Bhavan. The government officials and Ministers would also be
invited for this meeting.

Jharkhand

The earlier programme of the Mahila Padyatra in Dhanbad district
stands. For more information on this, kindly see Anganwadi Divas Update

Apart from the specific activity in Dhanbad, organizations have come
together to organize this event The final preparatory meeting is
scheduled to be held on the 30th October 2006 at the CARE office. A
meeting is also planned with the state government officials to ensure
their participation in these activities. The concerned Minister has
already been spoken to and he has shown interest. The Anganwadi Divas
program as of now is as follows:
14th - 17th November: A rally will be taken out on all 4 days to
generate awareness
and mobilize people to participate in the activities on 20th November.
20th November: Field -visits to Anganwadis
22nd November: A state-level convention on Children's Right to Food in
Ranchi.

Tamil Nadu

In Tamil Nadu there are 42,000 ICDS centers in total. As part of
preparation TN-Forces has already organized meetings in Kanchipuram,
Cuddalore, Chennai, Thirunelveli, Tutucorin and Trichy. Around 20,000
centres may celebrate the Anganwadi Day celebration. In Tamil Nadu the
focus shall be on:
1.Quality of service
2.Community participation

Preparatory meetings will be held at three levels:
· Anganwadi Workers Unions - There are five unions (very active) of
which meetings have already been held with leaders of two unions. The
remaining will be held shortly.
· District level meetings- TN-FORCES is going to organise preparatory
meetings in all the districts with TN-members and other stakeholders
support.
· Informal meetings have been held with International NGOs (Save the
Children, Plan International, World Vision, Action Aid, Andheri Hilfi)
and Indian NGOs like CRY.

Activities/ Celebrations are proposed to be held at 3 levels:
· Anganwadi centre level -morning- with help of SHG, Local Bodies,
and Mothers group - celebration. The Objectives will be (a) to review
about the quality of ICDS; (b) to review the existing level of
community participation; (c) to enhance the quality of the Anganwadi
centres through Community participation.
· Rallies will be organized in six major cities (Chennai, Salem,
Trichy, Thirunelveli, Madurai and Coimbatore) with support of TN-FORCES
in collaboration with FORYOUCHILD- an NGO). The participants will
include anganwadi workers, SHG members, mothers. The objectives of the
Rally: (a) To create awareness about ICDS and its importance; (b)
To understand the importance of Anganwadi Day celebration; (c) To
impart knowledge on young child rights (below six years)- Supreme
Court Judgments; (d) To give recognition of services of Anganwadi
workers.
· District level and Block level - Local levels groups will organise
-Evening - No estimate.

State level we formed organising Committee consists of the following
members.

Chhattisgarh

The Anganwadi Divas program extends from 12 Nov to 18 Nov 2006.
12 Nov: Meetings and Seminars will be organised in 4 districts of 4
regions each of the
state.
13 Nov: A state-level seminar on this issue will be organised.
14 Nov: Rallies and competitions will be organised in schools across
160 panchayats of
32 blocks of 16 districts.
15 Nov: discussions will be held with AWW, Mitannin, etc.
16 Nov: MDMS discussion with teachers
17 Nov: discussion with panchayat-actionplan.
18 Nov: Discussion to be held on food security and PDS.

Kerala
Kerala Sasthra Sahithya Parishat (KSSP) are organising Anganwadi Divas
in Kannanur, Wyanad, Kozhikode, and Mallepuram on 20 November.
Information about this has already been shared in CDPO meetings. It is
planned that on the 20 November committees will be formed to look into
the proper functioning of Anganwadis apart from sharing of information
on ICDS provisions, competitions for children, special food to
children, etc. The children from neighbouring anganwadis will also to
be invited.

Andhra Pradesh

The planning meeting of the 'Children's Right to Food Campaign -
AP Chapter' was held on the 14th October.

It was decided in the previous meeting that information about the
functioning of the Anganwadi centres would be collected. A draft of the
uniform format was presented and discussed. The altered format would be
shared with the group by the 16th October. It was also suggested to
ensure getting information from a few mini/sub centres while collecting
the data for the survey. It was decided that along with collecting
information through the format from the anganwadi teachers, focus group
discussions with the community should be held to cross check
information and unearth any other issues.

The list of organizations taking the lead in different districts is
given below. It was decided to share the list of partner organizations
in various Districts who can be part of the District level initiative.

The district lead organizations would ensure that the District level
planning meeting should be conducted at the earliest, to plan
activities they wish to take up as part of the District Program like,
rallies, bringing out pamphlets, public meeting, interface with
Government Officers etc. In the District planning meeting, dead lines
to complete data collection, compilation of data and other activities
planned and the date for the Final District public meeting should be
decided.

The compiled survey information from the Districts should reach MVF
latest by 28th October and the Report on the District level program
should be sent within two days after the District level Program to MVF.
The compilation of the State information for the Public Hearing will be
taken up by MVF. The public hearing is scheduled to be held on the 6th
of November 2006.

Uttar Pradesh
A "Bal Posan Adhikar Saptah" ( during 14. to 21 Nov.06) is being
organized in U.P. This was decided at a meeting held in ActionAid,
Lucknow, on Oct. 26 '06. Bal yatra, Bal mela, Bal shabha will be
organised during this week and all this will culminate with a Bal
Panchayat on dated 21st. Nov. 06. Children, Parents, CBOs will
participate in the event and memorandum will submitted to district
officials. IEC materials will be used during the week.
