Here is a special update on The National Food Security Act, 2013 in the run-up to 5th July 2014 - the nationwide implementation deadline mandated in the Act - which the new government has arbitrarily extended by three months. 25 states and union territories are yet to implement the law. A campaign delegation has also met the Food Minister Ram Vilas Paswan in New Delhi. A press statement will be issued soon which will include the short film Modi’s Doublespeak: Universal Food Security.

Jharkhand: On 4th July, the state campaign has launched an ‘Anda Abhiyan’ when in a series of public events across more than 15 districts - school children will receive protein-rich eggs in their midday meals - to remind the government of the need to immediately implement the Act and disburse the additional Rs 192 crore provisioned for eggs, in a state with the second highest levels of child malnutrition in the country. Uttar Pradesh: On 9th June dharnas to demand the implementation of NFSA were held in 4 districts of Chitrakoot, Sitapur, Lucknow and Bareli. See photos here. Bihar: On 10th June, Right to Food Campaign members met with the Chief Minister and raised several issues including the exclusion of beneficiaries due to faulty socio economic caste census, suggestion of automatic inclusion of mahadalit community, framing of NFSA rules and guidelines, distribution of nutritious food among women and children through universalisation of the ICDS and constitution of an independent grievance redress mechanism. Delhi: The Delhi government is reportedly not only ready to distribute 10 lakh food security cards, but has also re-started ‘accepting’ applications from geographically, socially, occupationally and economically vulnerable groups. In June, several members of the Right to Food Campaign and Pension Parishad have set up voter-ration application camps across more than 25 slums clusters with vulnerable communities such as waste-pickers. Madhya Pradesh: The government has created Samagra - an online database of all social welfare schemes. It includes ration shop-wise information of beneficiaries. Since the state has more families eligible under Antyodaya Anna Yojana (AAY) than the quota available, the government has devised an innovative computerised system to transfer 2 lakh families with 7 or more family members to the ‘priority category’ to ensure that they do not lose their entitlements. West Bengal: On 5th July, the state campaign plans to meet the Food Minister/Principal Secretary and also hold a press conference especially to highlight the recent cases of starvation deaths, malpractices and exclusions from the socio-economic and caste census and appointment of vigilance committees with civil society representatives. Chhattisgarh: The state has amended its Food Security Act (CFSA) to ensure that families with more than seven members will be entitled to receive additional 5 kg of food grains. But based on clarification of the ‘definition of 'family' 6-7 lakh ration cards with a single member have been cancelled. While 10 kilos of free rice will now be given to single-member destitute ration card holders - many currently receive 35 kg of rice along with sugar, dal and kerosene.

NREGA: There is an important new provision in the NREGA MIS that has been added recently whereby information on pending payments (not just completed payments) is now available on each individual e-job cards. Here is a detailed note in English and Hindi on how these delayed wage payments can be tracked for each job card. In a welcome move, unemployment allowance was disbursed to 120 MGNREGA workers in Giridih district. Particularly Vulnerable Tribal Groups (PVTG): The government of Odisha has recently launched guidelines for a new ‘convergent programme to tackle malnutrition’ in all 13 PVTG concentrated areas (12 districts, 541 villages). This began after a field visit report to Paudi Bhuyan (Sundergarh district). In Jharkhand, the RTFC Secretariat with Pradan conducted a similar field visit to the Sunderpahari block (Godda district) with a large population of PVTGs.

बिहार: १० जून को रोजी रोटी अधिकार अभियान के सदस्यों ने मुख्यमंत्री से मुलाक़ात की तथा खाद्य सुरक्षा से जुड़े विभिन्न मसलों सामाजिक आर्थिक जातीय जनगणना में त्रुटियों की वजह से लाभार्थियों का बाहर छुट जाना, महादलित समुदाय को लाभार्थियों की सूची में स्वतः शामिल करना, खाद्य सुरछा कानून के नियमों और दिशा निर्देशों का प्रारूप बनाना, महिलाओं और बच्चों में आई.सी.डी.एस के माध्यम से पौष्टिक भोजन का वितरण और स्वतंत्र शिकायत निवारण प्रणाली का गठन पर चर्चा की. खाद्य सुरक्षा कानून के लागू होने के एक साल पूरा होने पर, ६ जुलाई २०१४ को रोजी रोटी अधिकार अभियान,बिहार संवाददता सामेलन का आयोजन कर रहा है, जिसमें बिहार सरकार द्वारा कानून के कार्यान्वयन के लिए उठाये गए कदमों को प्रकाश में लाया जाएगा. ज्यादा जानकारी के लिए रुपेश से संपर्क करें: bihar.advisor....@gmail.com

विशेष रूप से कमजोर आदिवासी समुदाय(पी.वी.टी.जी): ओडिशा सरकार ने हाल ही में सभी तेरह पी.वी.टी.जी क्षेत्रों(12 जिला, ५४१ गाँव) में कुपोषण को काबू में करने के लिए कनवर्जेंट कार्यक्रम का नया दिशा निर्देश जारी किया है. यह पहल पौड़ी भुवन(सुंदरगढ़) के फील्ड विजिट रिपोर्ट के बाद उठायी गयी. झारखंड में रोजी रोटी अधिकार अभियान के सचिवालय ने प्रदान के साथ सुन्दरपहाडी ब्लॉक(गोड्डा), जहां पी.वी.टी.जी की बड़ी आबादी है, का दौरा किया.
