Right to Food Campaign Responses
The Right to Food Campaign on 19th March issued a statement to the Central Government regarding the various measures ensuring food security, pension, wage payments, etc. needed to be taken during the pandemic. On March 27th, it issued another statement in response to relief measures taken by the government.

The Delhi Rozi Roti Adhikar Abhiyan (DRRAA) has appealed to the Government of Delhi to ensure adequate access to food during the lockdown. DRRAA has also been addressing SOS food requirements during the lockdown and monitoring implementations of government initiatives. From March 26 to April 5, the Campaign mobilized Rs 8 lakhs from individual donors to meet the food requirements of 35,000 people. Click here for statements and letters.
On 5th April the chief minister of Jharkhand wrote a letter to all the elected representatives of the state informing about various relief measures taken by the government during the Covid-19 lockdown. On 6 April, the Jharkhand Right to Food Campaign issued a statement drawing attention to the inadequate measures of the Jharkhand Government to provide relief to people during the lockdown. The right to food campaign in Chhattisgarh, Chhattisgarh Hawkers Federation, Jayendra Jha and Amarnath Pandey submitted a litigation to the High Court of Chhattisgarh in the Bilaspur High Court praying for appropriate direction to the respondents to exercise their powers under various legal provisions and take immediate measures especially social security, welfare measures in the interest of the various vulnerable sections of society that are being affected by the COVID 19 shutdown. About 19 organisations and networks including labor unions and the West Bengal RTFC have demanded that wages be paid in advance to the 3 lakh tea garden workers. West Bengal employs about 3 lakh tea garden workers. On 26 March the Right to Food Campaign, West Bengal, issued a statement to the Government of West Bengal, putting forward their suggestions for the relief mechanisms. Find the letter here.
On 22nd March, Odisha Khadya Adhikar Abhijan wrote to the Chief Minister of Odisha, putting forward their demands in relation to food, social and livelihood security.

Statements, letters and advisories by Jan Swasthya Abhiyan, All India People and Focus on Global South on the Finance Minister’s economic package, personal protection equipment for healthcare workers and strengthening health systems to manage the COVID 19 pandemic can be found here.
Press release by Mahila Kisan Adhikar Manch (MAKAAM) on the exclusion of entitlements for several groups of women in the Finance Minister’s economic package can be found here. The statement demands work under NREGA and special attention for the needs of vulnerable groups such as single women, migrant workers and tribes across the country.
Centre of Indian Trade Unions (CITU) has written to the CM of Telangana expressing its concern over the government order on deducting salaries of public sector workers, as a measure to mobilize resources to tackle the COVID-19 pandemic. The letter mentions that such decisions cannot be taken unilaterally and that contractual and outsourced workers’ salary should not be deducted considering the low salary they receive. It has suggested that the government should think of other avenues to mobilise funds.
Based on a survey of 3196 migrant workers, Jan Sahas has prepared a rapid assessment of the impact of COVID-19 lockdown on this group of workers.
Breastfeeding during COVID-19 is safe. UNICEF had prepared a flyer (English /Hindi) that informs about the steps that need to be followed if the mother has fever, cough and cold.
Government Response to the Economic Crisis as a Result of COVID-19
On April 5, the Government of India came up with a new containment plan for large outbreaks of the COVID 19. This plan focuses on people with foreign travel and local transmission and tries to ensure geographic quarantine, cluster containment, social distancing, contact tracing and extensive testing.

NITI Aayog's CEO Amitabh Kant has written to civil society organisations for their good work during the COVID 19 lockdown. He appeals to them to help the government in spreading awareness about the disease, providing relief to migrant workers, operating community kitchens and supporting initiatives for the distribution of PPEs, sanitizers etc.

Ground Reports of Impacts of the COVID 19 Lockdown
A thread of news reports of at least 35 deaths due to the lockdown is available here. It includes deaths due to hunger, exhaustion and accidents of people walking back to their homes, police atrocities, inability to access medical services and suicides.
The Government of Assam has allowed tea gardens and agri-farms to function during the lockdown. It has also allowed repairing and construction of embankments in the view of the coming monsoon season. Related India Today and Telegraph.
A group of migrants returning to Bareilly were sprayed with a chemical solution to disinfect them of the Corona virus. An investigation has been ordered against the local authorities after massive uproar. Find news reports thehindu, Indiatoday, BBC
A report by the DRRAA based on the monitoring of ration shops in Delhi during the lockdown finds that 12 of the 37 shops were closed during the visit. However, most of the shops provided free ration as per the government order.
Not just the migrant workers and rural poor are struggling to get access to food and ration during lockdown, Delhi’s slum dwellers have also been struggling for food since many do not have ration cards and also cannot apply since they do not have a permanent address. The lockdown exposes problems with the ration card portability under the One Nation One Ration Scheme. The scheme, designed to enable migrants to access PDS rations, has failed during the present lockdown. The problem is that on one ration card, ration can be taken from only one place. This limitation renders the scheme useless for families with members in different locations. by the family from only one place.

रोज़ी रोटी अधिकार अभियान के वक्तव्य
19 मार्च को रोज़ी रोटी अधिकार अभियान ने कोविड 19 माहामारी से होने वाली आर्थिक परेशानियों को कम करने के लिए खाद्य, पेंशन व मज़दूरी वितरण से सम्बंधित सुझावों के साथ केंद्र सरकार को यह पत्र लिखा. 27 मार्च को अभियान ने केंद्र सरकार द्वारा तालाबंदी में राहत की घोषणा पर यह टिप्पणी की.
दिल्ली रोज़ी रोटी अधिकार अभियान ने तालाबंदी के दौरान दिल्ली सरकार से पर्याप्त खाद्य वितरण की अपील की है. अभियान दिल्ली में भोजन की आवश्यकताओं को भी पूरी करने के कोशिश कर रहा है. 26 मार्च से 5 अप्रैल के बीच अभियान ने 8 लाख रुपये का चन्दा इकत्रित करके लगभग 35,000 लोगों की भोजन की आवश्यकता पूरी करने में मदद की. इस सम्बन्ध में अभियान की रिपोर्ट यहाँ उपलब्ध है.
6 अप्रैल को भोजन का अधिकार अभियान झारखंड ने झारखंड सरकार के तालाबंदी के दौरान अपर्याप्त पहलों पर ध्यान आकर्षित करते हुए यह वक्तव्य जारी किया.
पश्चिम बंगाल के रोज़ी रोटी अधिकार अभियान, लेबर यूनियन व कई अन्य समूहों ने मांग की है कि राज्य के 3 लाख चाय बगान मज़दूरों का अडवांस में भुगतान हो. 26 मार्च को पश्चिम बंगाल के अभियान ने राज्य सरकार को तालाबंदी के दौरान राहत के लिए यह सुझाव दिए.
22 मार्च को ओडीशा खाद्य अधिकार अभिजान ने राज्य सरकार को सामाजिक सुरक्षा सुनिश्चित करने के लिए यह पत्र लिखा.
अन्य अभियानों के वक्तव्य
वित्त मंत्री के राहत पॅकेज, स्वास्थ्य कर्मियों के लिए निजी सुरक्षा उपकरण व कोविड 19 महामारी से निपटने के लिए स्वास्थ्य प्रणालियों को सुदृढ़ करने के विषय में जन स्वास्थ्य अभियान, ऑल इण्डिया पीपल्स साइंस नेटवर्क, ऑल इण्डिया ड्रग ऐक्शन नेटवर्क और फ़ोकस ऑन ग्लोबल साउथ के वक्तव्य यहाँ उपलब्ध हैं.
वित्त मंत्री के राहत पॅकेज में विभिन्न प्रकार के महिला समूहों के बहिष्कार पर महिला किसान अधिकार मंच (मकाम) का वक्तव्य यहाँ उपलब्ध है. मकाम नरेगा कार्य व एकल महिलाएं, प्रवासी मज़दूर व आदिवासियों के की आवश्यकताओं पर विशेष ध्यान की मांग करता है.
कोविड 19 महामारी से निपटारा पाने के लिए अतिरिक्त निधि के जुगाड़ के लिए तेलंगाना सरकार ने पब्लिक सेक्टर कर्मियों की तनखा कम करने की घोषणा की है. इस निर्णय की निंदा करते हुए सेंटर औफ़ इन्डियन ट्रेड यूनियंस का राज्य के मुख्य मंत्री को पत्र यहाँ उपलब्ध है.
3196 प्रवासी मज़दूरों के सर्वे के आधार पर जन साहस ने कोविड 19 तालाबंदी का इस मज़दूर समूह पर असर का एक मूल्यांकन किया है.

कोविड 19 महामारी के कारण हुए संकट को कम करने के लिए केंद्र सरकार के पहल
करोना वायरस के फैलाव को रोकने के लिए 5 अप्रैल को भारत सरकार ने यह प्लैन जारी किया. इस प्लैन में भौगोलिक क्वारंटीन, क्लस्टर कन्टेनमेंट, सोशल डिसटनसिंग, कौनटैक्ट ट्रेसिंग व व्यापक टेस्टिंग पर ज़ोर दिया गया है.
कोविड 19 महामारी के दौरान खाद्य, पेंशन, स्वास्थ्य व अन्य सुविधाओं पर केंद्र व राज्य सरकारों के आदेश यहाँ और यहाँ संकलित हैं.
नीती आयोग के से.ई.ओ. अमिताभ कान्त ने तालाबंदी के दौरान नागर समाज की संस्थाओं द्वारा किए गए काम की प्रशंसा की है. उन्होंने इन संस्थाओं से अपील की है कि वे सरकार को कोविड 19 महामारी के बारे में जानकारी फैलाने, प्रवासी मज़दूरों को राहत पहुंचाने, सामुदायिक रसोई चलाने आदि में सहायता करे.
कोविड 19 महामारी के दौरान प्रवासी मज़दूरों के साथ एक जगह से दूसरी जगह जाने वाले बच्चों की देखभाल व सुरक्षा के लिए राष्ट्रीय बाल अधिकार संरक्षण आयोग ने यह सहाल दी है.
कोविड 19 तालाबंदी के प्रभावों की ज़मीनी खबरें
कोविड 19 तालाबंदी के कारण देशभर में अभी तक 35 मौतें हुई हैं. इन मौतों के कारण में भूख, थकान, दुर्घटना, पुलिस द्वारा क्रूरता, आत्महत्या व स्वास्थ्य सेवाओं तक पहुँच न पाना शामिल है.
असम सरकार ने तालाबंदी के दौरान चाय बागानों में काम जारी रखने की अनुमति दी है. आने वाले मॉनसून को ध्यान रखते हुए, असम सरकार ने तटबंधों के निर्माण व मराम्मत्ती की अनुमति भी दी है. इससे सम्बंधित India Today व Telegraph में खबरें
दिल्ली रोज़ी रोटी अधिकार अभियान ने 37 राशन दुकानों का सर्वे किया, जिसमें 12 बंद मिली. परन्तु, अधिकाँश दुकानें दिल्ली सरकार के आदेश के अनुसार निःशुल्क राशन दे रही थी.
दिल्ली की जन वितरण प्रणाली में से बस्तियों में रहने वाले परिवार छूटे हुए हैं. परन्तु, स्थाई पता न होने के कारण ऐसे परिवार राशन कार्ड के लिए आवेदन भी नहीं कर पाते. इसके कारण उत्पन्न खाद्य असुरक्षा की खबरें - The Hindu (1) The Hindu(2) The Wire Newslaundry
तालाबंदी ने सरकार की “वन नेशन वन राशन” योजना में समस्याओं को उजागर किया है. इस योजना का कथित उद्देश्य है कि अपने परिवार से अलग रह रहे प्रवासी मज़दूर भी राशन ले सके. परन्तु, इस योजना के तहत एक राशन कार्ड पर सूचित सब लोग एक राशन दुकान से ही राशन खरीद सकते हैं.
