Key takeaways from the preliminary meeting on conducting Joint Actions during the Winter Session of Parliament in December 2025

The positive outcomes of the previous joint MPs’ briefing organised by NREGA Sangharsh Morcha, Right to Food Campaign, Pension Parishad, NPRD and others were acknowledged, and it was agreed that we should definitely hold joint actions during this year’s winter session of Parliament. It was decided that this year’s program should consist of a joint MPs briefing, Press Conference and public outreach events (especially with university students in Delhi).

It was decided to take forward the themes of previous year’s briefing, which were on combating exclusions (especially through digital impositions like Aadhaar-linking, KYC, e-KYC and NMMS), and increasing budgetary allocations for social welfare schemes such as Ration, Pension and NREGA.

It was suggested that we widen our coalition by reaching out to such campaigns and organisations as NCPRI (National Campaign on Peoples’ Right to Information), NCDHR (National Campaign on Dalit Human Rights), Safai Karmchari Aandolan, progressive Women’s rights, students & youth organisations.

Tentative Dates: Since the Winter session of Parliament goes on from around November 25 – December 20, the most suitable dates for holding the joint program were discussed and it was decided that two sets of dates be proposed to all campaigns. These are as follows:

i) 1^st – 5^th December or, ii) 8^th – 12^th December

This is a sincere request that all campaigns kindly discuss and inform which set of dates are more suitable to them, so that we can move ahead with the planning as soon as possible.

03 November, 2025 was set as the date for the next meeting to plan joint actions during the Winter session of Parliament.

Nationwide Yatra: There was a suggestion to not limit joint actions by the national campaigns to only MPs briefing. It was suggested that we should think about undertaking a nationwide campaign on the most pressing issues (for instance, ration, pension and NREGA). The proposal to take out a joint nationwide bus yatra, with the next lok sabha elections in mind, was agreed to by all. It was also agreed that the yatra should touch on the common wider issues of unemployment and access to social welfare. It was acknowledged that planning such a yatra will require a great deal of time, planning and effort, and we should take the opportunity of the joint action in December to sit down together and have a physical meeting in December to take this forward.

नरेगा संघर्ष मोर्चा, रोज़ी-रोटी अधिकार अभियान, पेंशन परिषद, एन.पी.आर.डी. और अन्य द्वारा आयोजित पिछली संयुक्त सांसद ब्रीफिंग के सकारात्मक परिणामों की सराहना की गई और इस बात पर सहमति बनी कि हमें इस वर्ष संसद के शीतकालीन सत्र के दौरान निश्चित रूप से संयुक्त कार्रवाई करनी चाहिए। यह निर्णय लिया गया कि इस वर्ष के कार्यक्रम में सांसदों की संयुक्त ब्रीफिंग, प्रेस कॉन्फ्रेंस और जनसंपर्क कार्यक्रम (विशेषकर दिल्ली के विश्वविद्यालय के छात्रों के साथ) शामिल होने चाहिए।

पिछले वर्ष की ब्रीफिंग के विषयों को आगे बढ़ाने का निर्णय लिया गया, जो बहिष्करण (विशेषकर आधार-लिंकिंग, केवाईसी, ई-केवाईसी और एनएमएमएस जैसे डिजिटल अधिरोपण के माध्यम से) से निपटने और राशन, पेंशन और नरेगा जैसी सामाजिक कल्याण योजनाओं के लिए बजटीय आवंटन बढ़ाने पर केंद्रित थे।

यह सुझाव दिया गया कि हम एन.सी.पी.आर.आई. (सुचना के जन अधिकार का राष्ट्रीय अभियान), एनसीडीएचआर (दलित मानवाधिकार पर राष्ट्रीय अभियान), सफाई कर्मचारी आंदोलन, प्रगतिशील महिला अधिकार, छात्र एवं युवा संगठनों तक पहुंचकर अपने गठबंधन को व्यापक बनाएं।

संभावित तिथियाँ: चूँकि संसद के शीतकालीन सत्र के 25 नवंबर से 20 दिसंबर तक चलने की संभावना है, इसलिए संयुक्त कार्यक्रम आयोजित करने के लिए सबसे उपयुक्त तिथियों पर चर्चा के बाद यह निर्णय लिया गया कि सभी अभियानों के लिए दो तिथियाँ प्रस्तावित की जाएँ। ये तिथियाँ इस प्रकार हैं:

i) 1 से 5 दिसंबर, या                          ii) 8 से 12 दिसंबर

सभी अभियानों से विनम्र अनुरोध है कि कृपया चर्चा करें और सूचित करें कि कौन सी तिथियाँ उनके लिए अधिक उपयुक्त हैं, ताकि हम जल्द से जल्द योजना को आगे बढ़ा सकें।

संसद के शीतकालीन सत्र के दौरान संयुक्त कार्रवाई की योजना बनाने के लिए अगली बैठक की तिथि 03 नवंबर, 2025 निर्धारित की गई।

राष्ट्रव्यापी यात्रा: राष्ट्रीय अभियानों की संयुक्त कार्रवाइयों को केवल सांसदों की ब्रीफिंग तक सीमित न रखने का सुझाव दिया गया। यह सुझाव दिया गया कि हमें सबसे ज़रूरी मुद्दों (जैसे, राशन, पेंशन और नरेगा) पर एक राष्ट्रव्यापी अभियान चलाने पर विचार करना चाहिए। अगले लोकसभा चुनाव को ध्यान में रखते हुए, एक संयुक्त राष्ट्रव्यापी बस यात्रा निकालने के प्रस्ताव पर सभी ने सहमति व्यक्त की। इस बात पर भी सहमति हुई कि यात्रा में बेरोज़गारी और सामाजिक कल्याण तक पहुँच जैसे व्यापक मुद्दों को शामिल किया जाना चाहिए। यह स्वीकार किया गया कि इस तरह की यात्रा की योजना बनाने के लिए बहुत समय, योजना और प्रयास की आवश्यकता होगी, और हमें दिसंबर में होने वाली संयुक्त कार्रवाई के अवसर का लाभ उठाकर एक साथ बैठकर इस पहल को आगे बढ़ाने के लिए एक भौतिक बैठक करनी चाहिए।

Update: Meeting on joint actions rescheduled

The next meeting to plan joint actions during the winter session of Parliament won't be taking place on 3rd November. It will be rescheduled to one of the following dates based on everyone's suitability.
