RTextTools on CRAN

Now that I understand the process of submitting an R package to CRAN (which btw, is a real pain) I think we could get RTextTools submitted if we bundle Rstem along with the package. We would keep the install.rtexttools.com repository up alongside CRAN to prevent discrepancies in the RJournal paper.

However, if we can't get this RJournal paper in the August edition and it has to wait until October, we would just revise with the CRAN instructions. Since maxent is already on CRAN, the install command would be reduced to install.packages("RTextTools").
