Binary Packages

I think I've figured out how to create binary packages in R for multiple architectures, so I'll try creating Windows and MacOS X binaries to eliminate the need for Apple Developer tools (which is 4GB) and Rtools (which is 75MB). This should be ready by tonight, and you can help me test it out by the Monday release.
