Static is still a good idea.  

Without it, automated processes cannot maintain currency.

You've digressed into one that clearly looks like it's going to change. 

Please keep your URL the same.

Agreed. URLs that don't change keep automations for breaking. 

We track hundreds of GTFS feeds. URLs that don't change and break overtime helps feed consumers keep the most accurate and up-to-date feed information online.
