Many thanks, Beth, for circulating a copy of the minutes. I was very sorry to hear that you had experienced a family emergency. My thoughts are with you at this time and I do hope everything is OK.
I appreciated the opportunity to help facilitate a discussion off of email and for residents to speak directly to FirstPort and Taylor Wimpey. We were able to cover the agenda points but the important information to fully resolve this matter positively and productively was unfortunately missing. I am pleased that key follow up actions have been agreed and I reiterate that I would like to see the written responses provided as soon as possible.
My only correction to the minutes would be to switch ‘Reuben Isaac’ with ‘Dan Tomlinson MP’. Due to technical difficulties, I had to join on my staff member’s laptop. I was very much there in the meeting!

Dear Mr Tomlinson (note that my emails to his address always bounce back so would someone be so kind as to forward to him) and Members of the RTA,
I regret that I was unable to attend the meeting on Friday owing to a family emergency. I understand that my apologies were communicated accordingly.
Further to the meeting held on 24 April 2026, FirstPort Property Services writes to formally acknowledge the concerns raised by residents of 57–59 Henry Darlot Drive regarding the communal heating system and associated service charge matters.
FirstPort recognises residents’ concerns relating to historic heating outages, plant and machinery cost variances, the application of administration charges during disputed periods, and the need for clearer communication and transparency.
Following the meeting, FirstPort is undertaking the following actions:
- Reviewing historic plant and machinery costs and preparing a clear written breakdown of charges levied through the service charge;
- Seeking confirmation from Taylor Wimpey regarding developer funding of temporary boilers and fuel costs;
- Reviewing the application of administration and late payment fees, including refunds where fees were applied incorrectly;
- Finalising the review of historic cost apportionment errors and confirming any refunds or credits due; and
- Improving resident communication by issuing summary updates following planned servicing and maintenance visits.
FirstPort will issue a comprehensive written response to the RTA once these reviews are complete. We remain committed to working constructively with residents, the RTA, and stakeholders to bring clarity and resolution to the matters discussed.
I have prepared a draft set of minutes based on the meeting transcript. These will be reviewed for completeness by Vicky, who attended the meeting on Friday, before circulation tomorrow.

Taylor Wimpey are still finalising their response, below is our response:
Reviewing historic plant and machinery costs and preparing a clear written breakdown of charges levied through the service charge:
The £54,089.22 Plant & Machinery overspend (against a £5,000 budget) arose from essential emergency works required to maintain heating and hot water following repeated system failures, comprising primarily £43,883.58 for boiler replacement, c.£9,871.50 for temporary boiler hire, alongside fuel deliveries and multiple reactive maintenance callouts; these costs were partly mitigated through cost sharing with Garrison Heights and contributions from Taylor Wimpey, which have been applied via accounting offsets (including c.£21,941.79 credited against the boiler replacement) rather than a single visible credit line, meaning the figures presented reflect gross expenditure, with leaseholders charged only their apportioned net share, and a full invoice-level breakdown, including all offsets, being provided through the Section 22 inspection process.
Detailed Cost Breakdown
1. Boiler Replacement
• £43,883.58 – Woodford Heating & Energy Ltd
• Emergency replacement of failed plant
Context:
• Replacement undertaken due to repeated failures of the existing system
• Developer (Taylor Wimpey) has contributed towards these costs, applied via offsets
2. Temporary Boiler Provision
• Approx. £9,871.50 (multiple entries)
Purpose:
• Ensure continuity of heating and hot water during outages and replacement works
3. Fuel Deliveries
• Multiple fuel deliveries required to operate temporary systems

• Various invoices from:

• Ongoing reactive maintenance following shutdown events

Reviewing the application of administration and late payment fees, including refunds where fees were applied incorrectly:
We have discussed this with our senior credit collection, and they have advised that they cannot see any admin fees have been applied prior to an invoice due date. The process would not allow this to happen so we would need to see an example of where they believe this has happened. The development was on hold between November and January so no admin fees would have been applied within this timeframe and outside of this payment would be expected to be made as per the terms of the lease.
Finalising the review of historic cost apportionment errors and confirming any refunds or credits due:
This will be reflected in the year end accounts, currently the year end 2026 accounts have been drafted and are in the process of being reviewed by myself and the accountant.
Improving resident communication by issuing summary updates following planned servicing and maintenance visits.
MyHome alerts will be issued for any planned servicing/maintenance visits that are due to take place such as boiler servicing and fire door inspections.
