All,

I'm writing to you regarding an incident happened this morning between my wife and one of the neighbor's dog. While my wife was in the common hallway, the neighbor's dog ran out from their apartment without a leash and ran towards her. She yelled at the dog and to the owner to get the dog and put a leash on. Rather than getting the dog quickly, the dog owner said my wife doesn't need to yell. The owner eventually get the dog and my wife had to ran out to the car very upset.

First, my wife does not like strange dog as she was bitten when she was young and still has bad memory of that incident.
Second, as you know this condo has a no dogs/cats policy in the bylaw but everyone are using the "therapy pets" excuse to have one and I have seen more and more dogs in the condo rather than visiting dogs. If the dog owners are keep using this excuse to have dogs, they must at least follow common law and courtesy of leashing the dog outside and pickup after them.
Third, if they are truly the "therapy dog", they should not have jump or run after other human.

I'm asking the board and the building management to remind each owner the no dogs/cats policy and the dog they have should only be therapy dog or visiting dog. At the very least be respectful to others in the building or the common areas that they need to treat their dogs as they are in the public.
