How about something like:

(iv) The Methods Committee. To maintain and publish records of methods used by ringers, and how they have named them, both currently and historically; and to provide tools and publications aiding in the understanding and creation of methods.

[If the travesty that is non-method blocks persists, I guess the two occurrences of "methods" in that should be "methods and non-method blocks". Yuk.]
