A month or two ago Tim had expressed a willingness to not only help out the Methods Committee, but also to become a Council member, but it is unlikely he can become a Representative Member for several years yet.

It would seem a fine and natural thing would be for him to be proposed as an Additional Member at this year's meeting, justified by all the work he has done and interest he has shown in advancing the work the Council has delegated to the committee, and for which all the evidence indicates it clearly needs the help. To do this two existing Council members (who are not themselves Additional Members) need to propose him in writing to Mary Bone in the next three or four weeks. Perhaps Mark and Graham could undertake this (assuming, of course, Tim is still willing)? It seems unlikely you will need my help, but if for some reason you'd like it I'd be glad to help in drafting the letter to Mary. If Tim is willing, a short statement from him, too, would be good (by rule it should be limited to no more than 250 words), which I believe should accompany the letter. I would appreciate replies either way on this, as, if Tim is willing, but either of you do not feel confident nominating him I will suggest it to others.

I also suggest once it is done it be announced not just on this list, but probably on ringing-theory as well, so those who have an interest in such matters can contact their CC Reps and express opinions on how they'd like to see their Reps vote. Though, in practice, I don't think I've ever seen an Honorary Member (what I think they used to call Additional Members when I was on the Council) not voted in. Still, stirring interest and showing an effort to solve problems can't hurt.

I think this is all in hand.

I have Tim's statement and we have organised Bruce Butler (NAG) and me (CUGCR) to propose and second respectively.
I haven't sent the paperwork to the secretary yet, but intend to do so shortly (i.e. this weekend or next - whenever I have a breathing space).

Like you say, I've never known an Additional Member not be elected, so I'm also going to propose him for the Methods committee contingent on his election as an Additional Member (there's a new procedure for committee elections this year whereby nominations are sent prior to the council meeting).

Similar to Graham, I received the invitation from Peter to become an advisory consultant to the MC (which I accepted), but I haven't heard anything more since.  I'm away this week but will follow up next week if I don't hear further from him.  I wasn't invited to last Sunday's meeting.

As noted below, plans are in place for me to be proposed as an additional member in May.  In the interests of transparency, below is my 250-word statement (seems a little odd that this is written by the candidate and not the person proposing an additional member).

Dave -- just fyi, our previous communication had you proposing and Bruce seconding, for the avoidance of any confusion.

I was waiting to hear from Dave if I was going to be put up for the MC under the new 2 months' notice procedure, contingent on being elected an additional member, so he has now answered that.

Interesting to see the MC is reviewing the "differences" section of the subgroup doc (which, as Don pointed out, is now a little out of date following last May's changes).  I guess this implies it's not yet agreed that the focus for this May will just be on blocks and updated TORs.  

Candidate Statement by Tim Barnes, proposed for Additional Membership of the CCCBR

 

I have been approached by the Methods Committee to stand as an Additional Member of the Central Council to help with the review of the Council's Decisions.  Since 2014 I have coordinated a group of about 30 ringers who have been collaborating on reform of the Decisions.  This group was established following a period of heavy discussion on the Ringing Theory email list on how the current Decisions could be improved.  The group’s aim has been to channel this interest into tangible proposals, and to demonstrate what a modern set of Decisions might look like.

 

Significant progress has been made among this group, and its proposals were submitted to the Methods Committee in late 2015.  There is now a need to compile all the input the Methods Committee has received, draft proposed new Decisions, and consult broadly across the ringing community to obtain feedback on the proposals from all interested parties.  If elected, I would aim to support the Methods Committee in organizing and executing these next steps in the Decisions’ review process.

 

By way of background, I am currently the Ringing Master at Trinity Wall Street, New York, and have been a ringer for over 35 years.  Before moving to the US for work reasons, I rang in Wimborne, Plymouth, Guildford and London.  I am involved in many different aspects of ringing, from teaching new ringers, to building and developing the band in New York, to peal ringing and conducting.
