In case this is helpful to anyone, I've attached a doc that shows the 2016 proposed changes as redline markup to the current 2014 Decisions.

Note that there's a typo in the CC agenda:  item 13 (G) 3. a. should say "Replace the existing Decisions (E)D.4 ...", and not "(E)A.4."
