IMO, the slides provided sufficient information to answer the first half of this task. 

My concern is on the second half - "identify the conditions or circumstances which flow of dividends might be interrupted". From the slides, the only relevant topic (about dividend) is the Dividends Received Deduction (DRD) component in Federal Income Taxation - and I'm not even sure how it relates to this question. 

Am I missing anything?

In the event that the regulators discover that the insurance company is insolvent, it will take action in order to protect the policyholders. For example, regulators can stop the 10% dividends that R & T Canada has consistently paid in order to protect policyholders.

I am sorry for the traduction, I speak french, but this is what I think concerning the dividend payments.
