RSS feed has videos in FLV format, not MP4

I have found that uploads by certain users are properly formatted as
selected (i.e., MP4) while uploads by others are not. For example,
ntvkenya is properly formatted, while standardgroupkenya is not.

The URLs have the same "format" parameter (18). I have no idea how to
begin to debug or understand what is going on. I have tried
restarting the service and regenerating the URLs but I get the same
beahvior. Is there a generous person that can assist?

The URLs are below:

Bad format (FLV), will not work with itunes:

Correct format (MP4) works perfectly with itunes

I noticed that the issue is not in the latest beta (3.02).

Is it a bug that is pending resolution?
