Hi Sam,
There is a version which is in conda. It is only a beta version, it is the first time we have tried it other than the one off when we did the guide before.
You install it via miniconda (i.e., install windows 64bit, python 3.5 version of miniconda) and then install from the rios channel (you will need to have conda-forge in your list of channels as well).
I am not very familiar with Windows but I believe the interface for miniconda is a GUI rather than command line? If you can do it on the command line then it will be the same as UNIX:
conda install -c conda-forge -c rios rsgislib
As I said, this is a beta release so if you get error please let us know.
