Disabled blocks? Sounds like blocks configured, but either without
connection to each other, or IO terminations.
The RS3 system itself doesn't report these conditions, but if you have
access to the offline RS3 application called Control Studio for RS3,
it has a built-in feature called "validation", which reports such
errors as an open links.
An RS3 system with a RNI (Ethernet) allows RS3 plant configurations to
be transferred by FTP to such an offline application. If the system
doesn't have an RNI, an RS3 backup tape can be sent to a service
provider with RS3 equipment capable of reading the tape, transferring
it to the application, and providing a report of errors, documenting
the configuration in graphical format, Excel, etc.
