राष्ट्रीय तालाबंदी ने आर्थिक गतिविधियों को बाधित कर, देशभर में आजीविका
और रोज़गार का नुकसान किया है। शहरी क्षेत्रों के कार्यस्थलों और कारखानों को बंद
करने से करोड़ों श्रमिक अपने गांव लौटने के लिए मजबूर हो रहे हैं। इससे राष्ट्रीय
ग्रामीण रोजगार गारंटी कानून (नरेगा) के तहत काम की माँग बहुत बढ़ गई है। इस
परिस्थिति में 100 दिन प्रति परिवार के काम की गारंटी बहुत ही अपर्याप्त पड़ जाती
है। साथ ही, नरेगा मज़दूरी दर बहुत ही हम है; अधिकाँश राज्यों में तो यह न्यूनतम मज़दूरी
दर से भी कम है। इसके अलावा, स्थानीय नियोजन को नज़रंदाज़ कर नरेगा
मज़दूरों से आमतौर पर सरकार की प्राथमिकता अनुसार योजनाओं पर काम करवाया जाता है।
वर्तमान की व्यापक आर्थिक असुरक्षा और नरेगा मज़दूरों के अपर्याप्त अधिकारों के संदर्भ में, नरेगा संघर्ष मोर्चा 29 जून को “नरेगा अधिकार दिवस” के रूप में मनाने का आह्वान करता है। देशभर के मज़दूर श्रमिक अपने स्थानीय प्रतिनिधियों के माध्यम से प्रधानमंत्री को एक ज्ञापन देंगे, जिसमें वार्षिक रोज़गार गारंटी को 200 दिन प्रति व्यक्ति करने, नरेगा मजदूरी दर को 600 रुपये प्रति दिन करने (सातवें वेतन आयोग की सिफारिश के अनुसार) और ग्राम/वार्ड सभा द्वारा बनाई गई योजनाओं पर ही काम करने की मांगें की जाएगी।
साथ में, कार्यस्थलों और अन्य सार्वजनिक स्थानों पर बैनर, पोस्टर आदि द्वारा भी ये मांगे उठाई जा सकती हैं। छोटे छोटे समूहों में नरेगा मज़दूरों के अधिकारों में विस्तार की आवश्यकता पर चर्चाएं आयोजित की जा सकती हैं और मज़दूर काम की मांग के आवेदन कर सकते हैं। कुछ राज्य साइकिल रैली और थाली बजाओ अभियान भी चलाएंगे। सभी गतिविधियों को आवश्यक सुरक्षा उपायों के साथ किया जाए, जैसे कि लोगों के बीच पर्याप्त शारीरिक दूरी बनाए रखना, आदि। कृपया इन मांगों को रख कर प्रदर्शन करने वाले मज़दूरों की तस्वीरें और वीडियो लेकर सोशल मीडिया प्लेटफार्मों जैसे व्हाट्सएप, फेसबुक और ट्विटर पर ज़रूर साझा करें।

Call for Day of National Action – NREGA Adhikar Diwas (29 June)
The national lockdown imposed in March to contain the spread of Covid 19 has disrupted economic activities, leading to loss of livelihoods and unemployment across the country. Shutting down of factories and worksites in urban areas has forced crores of workers to return to their villages. This has resulted in a huge increase in the demand for work under the National Rural Employment Guarantee Act (NREGA). However, every rural household is entitled to only 100 days of NREGA work in a year. Those who get NREGA work earn highly unremunerative wages, which are even lower than the statutory minimum wage in most states. This, along with long and unpredictable delays in wage payments have turned many workers away from the scheme. There is also widespread disregard for local planning as workers are usually made to work on schemes prioritized by the government.
In this context of mass economic insecurity and inadequate entitlements of NREGA workers, NREGA Sangharsh Morcha gives a call to observe 29 June as “NREGA Adhikar Diwas”. Workers across the country will submit a memorandum to the Prime Minister to demand an increase in the annual work guarantee to 200 days per person, revision of the NREGA wage rate to Rs 600 per day (as per the recommendation of the Seventh Pay Commission) and implementation of only locally planned works.
Workers will also raise their demands by displaying banners and posters NREGA worksites and other public places, discussions in small groups on the importance of expanding entitlements for NREGA workers and submission of work demand applications. Some states will also carry out cycle rallies and thali bajao abhiyans. All the activities are planned with the required safety measures, such as maintaining adequate physical distance between people. Please also take photographs and videos of workers protesting and making these demands and share them on social media platforms such as WhatsApp, Facebook and Twitter.
