1. Large scale delays in NREGA wages
While MGNREGA wages are to be paid within 15 days of completion of work, workers are forced to suffer long and unpredictable delays in wage payments. Till 10 April 2018, 99% of the Fund Transfer Orders (FTOs) of that month remained unprocessed. Also, 86% of the FTOs of March and 64% of the FTOs of February were also unprocessed by then.

2. Worst wage rate increase in history of MGNREGA
The NREGA wage rate for 2018-19 is shocking. For ten states (Arunachal Pradesh, Bihar, Jharkhand, Mizoram, Nagaland, Rajasthan, Sikkim, Tripura, Uttar Pradesh and Uttarakhand), some which are the poorest in the country, there is no increase in the wage rate. Further, NREGA wage rates in 27 states and union territories are less than their corresponding minimum wages.

3. Minutes from last CEGC meeting
The Central Employment Guarantee Council, which reconvened in June 2017, met last on 29 January 2018. The minutes of the meeting can be found here.

5. Action in States
Unemployment allowance in Hatgamharia: After much struggle, 153 workers of this block of West Singhbhum (Jharkhand) received Rs 77,112 as unemployment allowance on 4 April. Further details, photographs and press coverage can be found here. By now, over 400 workers of the state have received a total unemployment allowance amount of over Rs 4 lakhs. Sahayata Kendra meeting in Ranchi: On 7-8 April, Jharkhand NREGA Watch organised a meeting of Sahayata Kendras. Over 50 persons from across 25 blocks of Jharkhand participated in the meeting. The group shared the experience of the various Sahayata Kendras, discussed norms and processes of setting up such Kendras and planned its activities for the next few months. Payment suspension and rejection grievance collection campaign in Nathavaram block: Upaadhi Hami Phone Radio and Andhra Pradesh Vyavasaya Vruthidaarula Union (APVVU) organised a campaign to collect suspended and rejected payments related grievances in Nathavaram block of Visakhapatnam district. The collected grievances were filed with the block level officials. Currently the same is being held in Madugula block where the pending amount stands at Rs 46 lakhs. 1. नरेगा मजदूरी में बड़े पैमाने पर देरी
हालांकि नरेगा मजदूरी का भुगतान काम करने के 15 दिनों के अंदर होना चाहिए, मजदूरों को मजदूरी भुगतान में लम्बी देरी का सामना करना पड़ता है. 10 अप्रैल तक इस महीने के 99% FTOs प्रोसेस नहीं हुए थे. इस दिनांक तक मार्च के भी 86% FTO और फ़रवरी के भी 64% FTO प्रोसेस नहीं हुए थे.

2. नरेगा के इतिहास में सबसे कम मज़दूरी दर में वृद्धि
इस वर्ष दस राज्यों (अरुणाचल प्रदेश, बिहार, झारखंड, मिज़ोराम, नागालैंड, राजस्थान, सिक्किम, त्रिपुरा, उत्तर प्रदेश और उत्तराखंड) की नरेगा मज़दूरी में कोई बढ़ौतरी नहीं हुई है. इनमें से कुछ राज्य देश के सबसे गरीब में से हैं. अभी 27 राज्यों व केंद्र शासित प्रदेशों की नरेगा मज़दूरी न्यूनतम मज़दूरी दर से कम है.

रांची में सहायता केंद्र की बैठक: 7-8 अप्रैल को झारखंड नरेगा वॉच ने राज्य के सहायता केन्द्रों की एक बैठक आयोजित की. बैठक में 25 प्रखंडों से 50 से अधिक लोगों ने भाग लिया. बैठक में केन्द्रों के अनुभव, केंद्र स्थापित करने की प्रक्रियाएं और चुनौतिया व आने वाले महीनों में केंद्र की गतिविधियों पर चर्चा हुई. बैठक में केन्द्रों द्वारा बनाई गई उनकी कार्य योजना यहाँ देख सकते हैं. अधिक जानकारी के लिए जेम्स हेरेंज (9852910778, jameshe...@gmail.com) या तारामनी साहू (9430742215, taram...@gmail.com) से संपर्क करें.
