Below are the details of some public action on NREGA which took place over the past month: 

Submission to committee for NREGA wage revision: The central government has appointed a committee under the chairpersonship of Dr Nagesh Singh (Additional Secretary, Ministry of Rural Development) to look into the matter of revision of NREGA wage rate. State convention of Jharkhand NREGA Watch: On 9-10 June, Jharkhand NREGA Watch held its state-level convention at Namkum (Ranchi) which was attended by more than 100 people from about 40 blocks of the state. The convention began with a presentation on the network's activity since the last convention held in February 2015 and the challenges that lie ahead. The inauguration plenary included a discussion with the state's MGNREGA Commissioner. In the afternoon there were parallel discussions on (1) establishment of Social Audit Unit in Jharkhand; (2) role of NREGA Sahayata Kendra and (3) grievance redress. The next day began with a discussion with the Secretary, Rural Development Department. The convention was concluded with an organisational session in which a draft collective statement of NREGA Watch was discussed threadbare and a steering committee of the network was formed. Protest against harassment of SPSS members: Members of Samaj Parivartan Shakti Sangathan, a collective of about 10,000 rural workers in Muzaffarpur (Bihar) are being harassed by the local administration through threats, violence, bogus FIRs and payment of incomplete wages. To protest against the injustice, members of the Sangathan have been on dharna at the Muzaffarpur collectorate since 5 June 2017. NREGA Sangharsh Morcha is meeting in Delhi on 28 July 12 pm onwards to discuss public action in September and other issues. Do try to join the meeting and also inform others about it. The meeting will take place at Gandhi Peace Foundation (221-23, Deeen Dayal Upadyaya Marg, Delhi 110001). Please also consider joining the right to food campaign's review of implementation of the National Food Security Act at the same venue on 27 July 2017.

पिछले महीने नरेगा सम्बंधित ये कुछ संघर्ष हुएं:

नरेगा मज़दूरी के संशोधन के लिए गठित कमिटी (जिसकी अध्यक्षता ग्रामीण विकास मंत्रालय के अपर सचिव डा नागेश सिंह कर रहे हैं) को नरेगा संघर्ष मोर्चा ने अपनी मांगें सौंपी, जिनको यहाँ पढ़ सकते हैं. मांगों के साथ दिया गया अनुलग्नक यहाँ पढ़ सकते हैं. सम्बंधित मीडिया खबरें यहाँ उपलब्ध हैं.

झारखंड नरेगा वॉच का राज्य-स्तरीय अधिवेषण 9-10 जून को नामकुम (रांची) में आयोजित हुआ था जिसमें राज्य के लगभग 40 प्रखंडों से 100 से अधिक लोगों ने भाग लिया था. अधिवेषण की शुरुआत नरेगा वॉच के पिछली अधिवेशन से अब तक की गतिविधियों व आगे की चुनौतियों पर प्रस्तुती से हुई. उद्घाटन सत्र में प्रतिभागियों ने राज्य के मनरेगा आयुक्त से सवाल जवाब किए. दोपहर में निम्न मुद्दों पर सामान्तर सत्र हुएं: (1) झारखंड में सामाजिक अंकेक्षण इकाई का गठन, (2) नरेगा सहायता केंद्र की भूमिका और (3) शिकायत निवारण. अगला दिन ग्रामीण विकास विभाग के प्रधान सचिव के साथ चर्चा के साथ शुरू हुआ. अधिवेशन का समापन एक संगठनात्मक सत्र के साथ हुए जिसमें नरेगा वॉच के एक सांझे व्यक्तित्व के प्रारूप पर चर्चा हुई और एक स्टीयरिंग कमिटी का गठन हुआ. अधिवेशन पर एक ड्राफ़्ट रिपोर्ट यहाँ उपलब्ध हैं.

समाज परिवर्तन शक्ति संगठन के सदस्यों पर लगातार उत्पीड़न हो रहा है. मुज़फ्फरपुर (बिहार) के लगभग 10,000 मज़दूरों के इस संगठन को स्थानीय सरकारी कर्मियों द्वारा धमकियां मिल रही हैं, इसके सदस्यों के साथ हिंसा हो रही है, सदस्यों पर झूठी प्राथमिकियां दर्ज की जा रही हैं और मज़दूरों को कम नरेगा मज़दूरी दी जा रही है. उनके साथ हो रहे अन्याय के विरुद्ध आवाज़ उठाने के लिए संगठन के सदस्य 5 जून से मुज़फ्फ़रपुर कलेक्ट्रेट के सामने धरने पर हैं. झूठी प्राथमिकियों की जांच करने के लिए एक फैक्ट फाइंडिंग टीम की रिपोर्ट यहाँ उपलब्ध है. संगठन के सदस्यों के साथ हो रहे उत्पीड़न की निंदा करते हुए नरेगा संघर्ष मोर्चा की प्रेस विज्ञप्ति यहाँ पढ़ सकते हैं.

नरेगा संघर्ष मोर्चा की अगली बैठक 28 जुलाई को दिल्ली में है. बैठक का स्थान गांधी शान्ति प्रतिष्ठान (221-223 दीन दयाल उपाध्याय मार्ग, दिल्ली 110001) है और बैठक 12 बजे से शुरू होगी. बैठक में सितम्बर में दिल्ली में होने वाले प्रदर्शन व अन्य मुद्दों पर चर्चा होगी. बैठक में भाग लेने की ज़रूर कोशिश करें व अन्य लोगों को भी इस बैठक के बारे में बताए. (27 जुलाई को रोज़ी रोटी अधिकार अभियान राष्ट्रीय खाद्य सुरक्षा कानून के कार्यान्वयन की समीक्षा करेगा. इसमें भी ज़रूर भाग लें.)
