Update on dharna in Delhi on 11-15 September / 11 - 15 सितम्बर को दिल्ली में धरने पर अपडेट

Dear friends

A five-day dharna to demand a substantial increase in the NREGA budget and wage rates, timely payment of wages, expansion of existing entitlements, immediate implementation of maternity entitlements and delinking of welfare programmes with Aadhaar took place at Jantar Mantar, Delhi on 11-15 September. Hundreds of NREGA workers and their supporters from 13 states gathered at the national capital and pressed for their demands through protests, songs, slogans, public meetings, delegations to government representatives etc. 

Day 1: 11 September 

After an introduction to the dharna, its objectives and demands, NREGA representatives gave brief overviews of the implementation of NREGA and their struggles in their states . Ashim Roy and Sudha Bharadwaj from New Trade Union Initiative also addressed the inaugural session. Day 2: 12 September

The second day began with an overview of the past 11 years of NREGA by Nikhil Dey. This was followed by a detailed discussion on the various demands of the dharna: increase in NREGA budgets and wage rates, decentralised implementation of the programme, social security provisions for NREGA workers, expansion of entitlements etc. The charter of demands for the dharna can be read here. In the afternoon, people protested in front of offices of political parties and met with their representatives to press for their demands. Day 3: 13 September

13 September saw a discussion on other issues affecting NREGA workers: exclusions from welfare programmes due to Aadhaar, threat of cash transfers in place of the Public Distribution System, denial of maternity entitlements to pregnant women, inadequate social security pension amounts etc. There was also a sharing on the situation of workers in tea gardens and the hardships being faced by people in Darjeeling due to denial of rations. 

A delegation from the dharna met with the Finance Minister with the demand of allocating adequate resources for NREGA, immediate implementation of maternity entitlements as per the National Food Security Act and passing of a grievance redress bill. The letter given to the Finance Ministry can be found here. There was little indication from the Finance Minister that the government will deliberate on the delegation's demands. 

An attempt was made to meet the Women and Child Development (WCD) Minister, but an appointment was not given. A delegation met the WCD secretary with the demand of immediate implementation of the maternity entitlements as per the National Food Security Act. The submitted memorandum can be read here.

Day 4: 14 September

Workers from various states shared about their struggles in NREGA and all that has been achieved through the employment guarantee act. In the afternoon people did a 'thali bajao' demonstration in front of Niti Ayog and the Labour and Employment Ministry to protest against the failure of these government institutions to protect workers' entitlements. 

In the evening a delegation from the dharna met with the Secretary, Ministry of Rural Development. The Secretary admitted that there is a shortage of funds and that the Ministry has demanded an additional Rs 17,000 crores from the Finance Ministry. He acknowledged various violations of the act brought to his notice by the delegation. However, the secretary and his team defended the recommendations of the Nagesh Singh Committee on wage revision and cited section 6.1 of the employment guarantee act to justify payment of less than the minimum wages under NREGA. Day 5: 15 September

The day began with a sharing of the previous day's meeting with the Rural Development Secretary. The dharna was concluded with an action plan for the coming months (see below) and a press conference. NREGA Sangharsh Morcha's action plan for the coming months:

• Take the energy of the dharna to the states and meet people's representatives and carry out protests at government offices at the state and district levels. 
• A meeting of all the constituent organisations of NREGA Sangharsh Morcha and meetings with MPs on the Morcha's demands in the winter session of the Parliament. 
• A similar dharna or larger mobilization in the budget session of the Parliament.

नरेगा बजट व मज़दूरी दर में पर्याप्त बढ़ौतरी, समय पर भुगतान, अधिकारों का विस्तार, मातृत्व लाभ का कार्यान्वयन और आधार को योजनाओं से हटाने की मांगो को लेकर 11 - 15 सितम्बर को दिल्ली के जंतर मंतर पर धरना हुआ. 13 राज्यों के नरेगा मज़दूरों और उनके समर्थकों ने देश की राजधानी में प्रदर्शन, नारों, गीतों व बैठकों के ज़रिये अपनी बातें रखी.

पहला दिन: 11 सितम्बर

धरना के उद्देश्य वे उसकी मांगों पर संक्षिप्त में बात रखने के बाद हर उपस्थित राज्य के एक साथी ने उस राज्य में नरेगा की स्थिति व मज़दूरों के संघर्षों के बारे में बताया. उदघाटन सत्र को न्यू ट्रेड यूनियन इनिशिएटीव के अशीम रॉय और सुधा भारद्वाज ने भी संबोधित किया. दोपहर को धरने पर एक प्रेस वार्ता भी हुई जिसका वक्तव्य यहाँ पढ़ सकते हैं.  

दूसरा दिन: 12 सितम्बर 

धरने का दूसरा दिन निखिल डे द्वारा नरेगा के इतिहास पर बात रखने से शुरू हुआ. उसके बाद धरने की मांगो पर विस्तृत चर्चा हुई. दोपहर को धरने में उसथित लोगों ने राजनैतिक दलों के कार्यालयों के सामने प्रदर्शन किए और दलों के प्रतिनिधियों के समक्ष मोर्चे की मांगे राखी. दलों को दिए गए ज्ञापन का नमूना यहाँ उपलब्ध है. 12 सितम्बर का प्रेस वक्तव्य यहाँ पढ़ सकते हैं.

तीसरा दिन: 13 सितम्बर

धरने के तीसरे दिन नरेगा मज़दूरों को प्रभावित कर रहे अन्य मुद्दों पर चर्चा हुई, जैसे आधार के कारण अधिकार न मिल पाना, जन वितरण प्रणाली से सस्ते अनाज के बदले नकद देने का खतरा, गर्भवती महिलाओं को मातृत्व हक़ न मिलना, सामाजिक सुरक्षा पेंशन की अपर्याप्त राशि आदि. चाय बागानों में मज़दूरों के शोषण व दार्जिलिंग में राशन न मिलने पर भी बात रखी गयी.

एक प्रतिनिधिमंडल ने धरने की मांगो को वित्त मंत्री के सामने रखा. परन्तु मंत्री की बात से सरकार द्वारा धरने की मांगो पर अमल करने की कोई मंशा नहीं दिखी. वित्त मंत्री को दिया पत्र यहाँ पढ़ सकते हैं. तुरंत मातृत्व हक़ को लागू करने की मांग लेकर महिला एवं बाल विकास मंत्री से भी मिलने की कोशिश की गयी परन्तु उन्होंने समय नहीं दिया. महिला एवं बाल विकास सचिव को जो ज्ञापन सौंपा गया वह यहाँ देख सकते हैं.  

तीसरे दिन की प्रेस विज्ञप्ति यहाँ देख सकते हैं और रीथिंक आधार कैम्पेन द्वारा बनाई गयी एक रिपोर्ट यहाँ उपलब्ध है.

चौथा दिन: 14 सितम्बर

धरने के चौथे दिन मज़दूरों ने अपने संघर्षों पर विस्तृत चर्चा की और नरेगा की उपलब्धियों को सांझा किया. दोपहर को नीती आयोग व श्रम मंत्रालय के सामने प्रदर्शन किए गए, सरकार की इन संस्थानों द्वारा मज़दूरों के अधिकारों की रक्षा न कर पाने के विरोध में.

शाम को धरने का एक प्रतिनिधि मंडल ग्रामीण विकास मंत्रालय के सचिव से मिला. सचिव ने यह माना कि नरेगा के लिए पर्याप्त राशि नहीं है और वित्त मंत्रालय से इस वित्तीय वर्ष के लिए अतिरिक्त 17,000 करोड़ रुपये की मांग की गयी है. उन्होंने मज़दूरों के अधिकारों के हो रहे हनन के कई मामलों को माना. परन्तु उन्होंने व उनकी टीम ने मंत्रालय द्वारा नरेगा मजदूरी पर गठित कमिटी की अनुशंसाओं का पक्ष लिया जिसके अनुसार सरकार नरेगा मज़दूरों को न्यूनतम मज़दूरी देने के लिए बाध्य नहीं है. सचिव को सौपा गया पत्र यहाँ उपलब्ध है व दिन की प्रेस विज्ञप्ति यहाँ उपलब्ध है.

पांचवा दिन: 15 सितम्बर

धरने का समापन आगे के कुछ महीनों की कार्य योजना पर चर्चा (नीचे देखें) व एक प्रेस वार्ता से हुआ. प्रेस वार्ता में दिया गया वक्तव्य यहाँ उपलब्ध है और नरेगा के बजट, मज़दूरी भुगतान में विलम्ब और मुआवज़े का भुगतान न होना, नरेगा के विकेंद्रीकरण की आवश्यकता, MIS में समस्याएं व सामाजिक अंकेक्षण पर पर्चे यहाँ उपलब्ध हैं.

नरेगा संघर्ष मोर्चा की आने वाले महीनों में कार्य योजना

·       धरने से मिली ऊर्जा को राज्यों में ले जाकर जनता के प्रतिनिधियों से मिलना, सरकारी कार्यालयों पर धरना-प्रदर्शन करना आदि

·       संसद के शीतकालीन सत्र में नरेगा संघर्ष मोर्चा की बैठक और सांसदों से मोर्चे की मांगों को लेकर मिलना

·       संसद के बजट सत्र में भी दिल्ली में धरना
