Dear Circle Ten Family,

Current BSA Membership Policy

While the BSA does not proactively inquire about the sexual orientation of employees, volunteers, or members, we do not grant membership to individuals who are open or avowed homosexuals or who engage in behavior that would become a distraction to the mission of the BSA. Scouting believes all topics of sexuality should be introduced and discussed outside of its program with parents, caregivers, or spiritual advisers, at the appropriate time and in the right setting. The vast majority of parents we serve value this right and do not sign their children up for Scouting for it to introduce or discuss, in any way, these topics. The BSA is a voluntary, private organization that sets policies that are best for the organization. The BSA welcomes all who share its beliefs but does not criticize or condemn those who wish to follow a different path.

Over the past year, much has been written in the media and shared by Boy Scouts of America (BSA) regarding the organization’s Membership Standards policy. Circle Ten recently released the following statement after the BSA declared its intent to revisit the policy again this year:

We appreciate your participation and support of Scouting as we help equip children with the life skills to become a good, strong citizen. This year we will celebrate Circle Ten’s 100th anniversary, and our focus has remained the same, working together to deliver the nation’s foremost youth program of character development and values-based leadership training. I would also like to take this opportunity to update you on the recent discussions within the Scouting family regarding our membership standards policy.

After careful consideration and extensive dialogue within the Scouting family, along with comments from those outside the organization, the volunteer officers of the Boy Scouts of America’s National Executive Board concluded that due to the complexity of this issue, the organization needs time for a more deliberate review of its membership policy.

To that end, the Executive Board directed its committees to further engage representatives of Scouting’s membership and listen to their perspectives and concerns. This will assist the officers’ work in developing a resolution on membership standards. The approximately 1,400 voting members of the national council will take action on the resolution at the national meeting in May 2013.

Circle Ten Council Wants to Hear From You

Circle Ten, as a chartered Council of BSA will continue to abide by its bylaws and focus on its mission of preparing young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law.

Circle Ten’s leadership is very aware that the Membership Standards policy is a very passionate topic. We value your opinions and want to hear from you. Currently, there is no resolution in place for the 1,400 voting members of the National Council to consider. Your input on this issue is important.

Please take a few minutes to share your opinion on this issue by taking our online survey at by March 20, 2013.

Circle Ten will share your survey results with our voting delegates and the National BSA’s leadership, as well as the Circle Ten family. Over the next few weeks you may also receive another survey from “The Voice of the Scout”. Feel free to complete that survey as well.

Regardless of what decision is reached in May, we will continue our effort at serving a growing number of young people with a quality Scouting program. Thank you for your continued support of Circle Ten and the young people we serve.
