How to make tile layers as overlay?

Hello,

I have two Tile Map Service(TMS), one contains base map and the other contains
rendered geo names.

I want to show both layer on Route-Me, base map as background and geo names
as overlay.
I don't want to take approach that blending two tile layer images,
because I want to
change showing geo names on/off by user.

Two questions:

1. Can RouteMe show tile layers as overlay?

2. If it can, is there any good sample or pointer of manual?
